A person can file the Form N-600, Application for Certificate of Citizenship if he/she claims U.S. citizenship either by action of law while residing in the United States or by having been born outside the United States to U.S. citizen parents.

If a person is the biological or adopted child of a U.S. citizen, born outside the United States, and claiming citizenship by action of law, then he / she automatically become a U.S. Citizen. Such a person may file Form N-600, Application for Certificate of Citizenship.
