When should the Application for Naturalization be filed?

A "Green Card" holder has to meet certain eligibility requirements before he/she can file Form N-400, Application for Naturalization. One of the categories of applicants qualified to file the N-400 is  reserved for Legal Permanent Residents ("Green Card" holders) who are at least 18 years old and have had their "Green Card"s for 5 years.  There are several other eligibility categories as well.
